Letter from Syria providing estimates of the costs of losses resulting from attacks launched by the international coalition against oil and gas facilities in Syria

Identical letters dated 14 April 2016 from the Chargé d'affaires a.i. of the Permanent Mission of the Syrian Arab Republic to the United Nations addressed to the Secretary-General and the President of the Security Council

On instructions from my Government, and further to our previous letters drawing your attention to attacks by the so-called international coalition, led by the United States of America, against certain oil and gas facilities in the Syrian Arab Republic and its economic infrastructure, I transmit herewith the following two tables (see annex):

  • Table I contains estimates of the costs of losses resulting from attacks launched by the so-called international coalition against certain oil and gas facilities in the Syrian Arab Republic, at sites where it has been possible to assess such costs, during the period from 1 January to 31 March 2016.
  • Table II contains initial estimates of the overall costs of losses resulting from attacks launched by the so-called international coalition against oil and gas facilities in the Syrian Arab Republic, where it has been possible to assess such costs, from the onset of those attacks through 31 March 2016.

The Government of the Syrian Arab Republic once again calls for the immediate cessation of these practices and stresses that it has the right to demand compensation from the States of the so-called international coalition for the deliberate destruction of Syrian service, industrial, production and gas installations.

(3) Syrian Gas Company 9 9 March 2016 Dayr al-Zawr gas plant (Conoco) The plant was bombed, resulting in the following: (1) A fire completely ruined the master control centre for the electric motors. (2) All the control tanks in the control room building; the storage area for compressors, turbines and calibration tools; and the rear wall and drop ceiling of the building were destroyed. (3) The two reserve electrical generators for the plant and the living quarters were destroyed, along with the two heating oil tanks connected to them. (4) The front and western portions of the mechanic shop were ruined and the bridge lifts were knocked out of commission. (5) The offices of the mechanic branch were completely incinerated and destroyed.
