On instructions from my Government, I should like to transmit to you two statistical tables (see annex) that set out the following:
- Initial estimates of the losses resulting from attacks carried out by the so-called international coalition against oil and gas facilities in the Syrian Arab Republic in the period from 1 April 2017 to 15 July 2017.
- Initial estimates of the overall losses resulting from attacks carried out by the so-called international coalition against oil and gas facilities in the Syrian Arab Republic from 23 September 2014, the date on which that coalition began its unlawful military operations, to 15 July 2017.
My country's Government has informed the Council on numerous occasions that the repeated bombings being carried out by the warplanes of the so-called international coalition led by the United States of America continue to cause significant damage and the near-total destruction of Syrian oil and gas installations. These repeated bombings are part of a deliberate and systematic operation to destroy oil and gas facilities, sites and infrastructure in the Syrian Arab Republic.
The aerial bombardment carried out by aircraft of the so-called coalition under the pretext of countering terrorism continues to take the lives of innocent Syrian civilians, destroy infrastructure and installations and cause enormous financial losses, in excess of tens of billions of dollars, to the Syrian economy. The bombings have also cut off or limited the access of Syrian civilians to a number of services, most notably power, heating, transportation, food and medicine.
The Government of the Syrian Arab Republic once again calls on the Security Council to fulfil its responsibilities and condemn these systematic acts of destruction and put an end to the damage and destruction being caused by this coalition. The Government stresses that any international efforts aimed at countering terrorism must, in the first place, respect the sovereignty, independence and territorial integrity of the Syrian Arab Republic, and that such efforts must be carried out in full cooperation with the Government of the Syrian Arab Republic and in full compliance with the relevant Security Council resolution, particularly resolution 2253 (2015). It furthermore stresses that the Governments of the States members of the illegitimate coalition will bear the political, moral, legal and material responsibility for the systematic acts of destruction and killing that are committed by its military forces operating in the territory of the Syrian Arab Republic within the framework of that illegitimate coalition.
I should be grateful if the present letter and the annexed tables could be circulated as a document of the Security Council.
