Upon instructions from my Government, I have the honour to attach herewith detailed information in tables about the damages and human and financial losses incurred on public and private properties, including utilities, in the Syrian Arab Republic as a result of the systematic and continuous destruction of property by terrorist armed groups, as well as damages done to infrastructure from the beginning of the crisis until the end of August 2016. I also enclose tables and statistics on what has been accomplished in terms of compensating Syrian citizens for damages done to their properties, as a result of the same property-destruction policy of those terrorist armed groups, up to September 2016 (see annex).
It would be highly appreciated if the present letter and its annex were circulated as a document of the Security Council.
