I have the honour to transmit herewith information bulletins from the Russian Centre for Reconciliation of Opposing Sides in the Syrian Arab Republic for the period 13-15 December 2016 (see annex).

Reconciliation of opposing sides

Over the past 24 hours, five ceasefire regime agreements have been signed with populated areas in Ladhiqiyah governorate.

The number of populated areas that have joined the reconciliation process has increased to 1,051.

Negotiations on joining the ceasefire regime continued with field commanders of illegal armed groups in Damascus governorate and armed opposition units in Homs, Hama, Aleppo and Qunaytirah governorates.

The number of armed groups that have announced their commitment to accepting and fulfilling the terms of the ceasefire is unchanged – it is still 94.

Observance of the ceasefire regime

Over the past 24 hours, there were 47 reports of shelling by illegal armed groups in Damascus governorate (20), Aleppo governorate (19), Dar'a governorate (3), Ladhiqiyah governorate (2), Hama governorate (2) and Qunaytirah governorate (1).

In Damascus governorate, units affiliated with the Army of Islam opposition group used mortars and small arms to fire on Barza, Buzaynah, Dahiyat al-Assad, Kafr Batna, Maydan, Harasta, the Mazra'ah district in Damascus city, the Abbasiyin stadium in Jawbar, the Wafidin camp and the Ibn al-Walid Hospital in Duma.

In Ladhiqiyah governorate, armed elements of the Ahrar al-Sham group used multiple-launch rocket systems to fire on Ayn al-Qantarah and government troop positions on Abu Ali mountain.

Armed elements of the Syrian Free Army used mortars to shell the Salah al-Din neighbourhood in Aleppo city.

In Aleppo governorate, groups from the Jabhat Fath al-Sham (Nusrah Front) terrorist organization used multiple-launch rocket systems, tube artillery, mortars and small arms to fire on the Amri, Ard al-Sabbagh, Binyamin, Dahiyat al-Assad, Jam'iyat al-Fayha', Jam'iyat al-Zahra', Qasr al Wali, Ramusah, Shaykh Sa'd and Maqamat neighbourhoods, the Assad Military Academy and the watermelon market in Aleppo city.

In Damascus governorate, the following were shelled: Bala al-Qadimah, Qabun, Hawsh Nasri, Hawsh al-Faddaliyah and a sports ground in Jawbar.

Terrorists shelled Suran and Mu'ardis in Hama governorate, and Jabha in Qunaytirah governorate.

Fighters used unmanned aerial vehicles fitted with explosives in Qarfa and Izra' in Dar'a governorate, and multiple-launch rocket systems were used to shell Tall Ghurabah.

The Russian and Syrian air forces did not carry out any strikes against opposition armed groups which had announced that they would cease hostilities and had informed the Russian or American reconciliation centres of their location.

Provision of humanitarian aid to the population of the Syrian Arab Republic

Over the past 24 hours three humanitarian operations were carried out, during which the following humanitarian cargoes were delivered to civilians:

  • Approximately 1 ton to Mismiyah in Dar'a governorate
  • Approximately 3 tons to the temporary housing area in the Azizi district of Aleppo city
  • Approximately 3 tons to the temporary housing area in the Shaykh Maqsud district of Aleppo city

Centres providing hot meals and supplying urgent necessities are continuing to operate for civilians who leave districts of Aleppo city that are under the control of illegal armed groups.

Over the past 24 hours, four ceasefire regime agreements have been signed with populated areas in Ladhiqiyah and Tartus governorates.

The number of populated areas that have joined the reconciliation process has increased to 1,055.

Negotiations on joining the ceasefire regime continued with field commanders of illegal armed groups in Mu'addamiyat al-Shaykh in Damascus governorate and armed opposition units in Homs, Hama, Aleppo and Qunaytirah governorates.

The number of armed groups that have announced their commitment to accepting and fulfilling the terms of the ceasefire is unchanged – it is still 94.

Observance of the ceasefire regime

Over the past 24 hours, there were 42 reports of shelling by illegal armed groups in Aleppo governorate (17), Damascus governorate (18), Dar'a governorate (3), Ladhiqiyah governorate (3) and Qunaytirah governorate (1).

In Damascus governorate, units affiliated with the Army of Islam opposition group used mortars and small arms to fire on Jawbar, Buzaynah, Maydan, Harasta (twice), Barza, Kafr Batna, Hawsh al-Faddaliyah, the Ibn al-Walid Hospital, a farm in Harasta and the highway near Duma.

Armed elements of the Ahrar al-Sham group used mortars, small arms, anti-aircraft guns and unmanned aerial vehicles fitted with explosives to fire on the Salah al-Din neighbourhood in Aleppo city, and also on Ayn al-Qantarah, Rasha and positions of government troops near Abu Ali mountain in Ladhiqiyah governorate.

In Aleppo city groups from the Jabhat Fath al-Sham (Nusrah Front) terrorist organization used multiple-launch rocket systems, tube artillery, mortars, grenade launchers and small arms to fire on the Binyamin (twice), Jam'iyat al-Fayha', Dahiyat al-Assad, Ramusah, Zahra', Amiriyah, Bustan al-Qasr, Amri, Jam'iyat al-Zahra' (twice), Karm al -Nahhas and 1070 neighbourhoods, the Assad Military Academy, the watermelon market and the Castello trade centre.

In Damascus governorate, the following were shelled: Jawbar, Hawsh Kharabu, Hawsh Nasri, Hawsh Shalq, Irbin and a sports ground in Jawbar (twice).

In Dar'a governorate, terrorists shelled Qarfa, Dar'a and Namir.

Jabha was shelled in Qunaytirah governorate.

The Russian and Syrian air forces did not carry out any strikes against opposition armed groups which had announced that they would cease hostilities and had informed the Russian or American reconciliation centres of their location.

Provision of humanitarian aid to the population of the Syrian Arab Republic

  • Approximately 3 tons to the New Aleppo district
  • Approximately 3 tons to the Ansari district

In Damascus governorate, groups from the Jabhat Fath al-Sham (Nusrah Front) terrorist organization used multiple-launch rocket systems, mortars and small arms to fire on Jawbar (twice), Hawsh Shala, Hawsh Nasri, Irbin, Qubtah and Harasta.

Dar'a and Namir were shelled in Dar'a governorate.

Terrorists also shelled Muhradah in Hama governorate and Jabha in Qunaytirah governorate.

The Russian and Syrian air forces did not carry out any strikes against opposition armed groups which had announced that they would cease hostilities and had informed the Russian or American reconciliation centres of their location.

Provision of humanitarian aid to the population of the Syrian Arab Republic

Over the past 24 hours three humanitarian operation were carried out, during which humanitarian cargoes were delivered to civilians in temporary accommodation facilities in the eastern part of Aleppo city. Approximately 2 tons were delivered to the Shaykh Maqsud neighbourhood. Approximately 9 tons were delivered to the Mahalij neighbourhood. Approximately 1 ton was also delivered to Tartus city.

Centres providing hot meals and supplying urgent necessities are continuing to operate for affected civilians of Aleppo city.
