Original: ArabicIdentical letters dated 12 July 2016 from the Permanent Representative of the Syrian Arab Republic to the United Nations addressed to the Secretary-General and the President of the Security Council
On instructions from my Government, I have the honour to draw your attention to the following information.
I have sent you repeated letters regarding the Turkish regime's ongoing violations of the sovereignty and territorial integrity of the Syrian Arab Republic, actions that flagrantly contravene of the Charter of the United Nations and the resolutions of the Security Council. In that context, I wish to inform you of the following facts:
The Turkish authorities have continued to dig trenches within Syrian territory. They have continued to build a wall stretching from the village of Mulla Khalil to the village of Damah in the Afrin district of Aleppo governorate. They have also cut down olive trees and begun digging trenches and building a wall near the village of Mutlaq in the Afrin district of Aleppo governorate, on Syrian territory. They have built another wall in the Jisr al-Shughur countryside, in Idlib governorate, from the village of Zi'aybaqi northwards towards the Duwaysat dam, on Syrian territory.
Not content with those actions, the Turkish regime has encouraged the so-called Sultan Murad Brigade, one of the armed terrorist groups on Syrian territory that it supports and funds, to dig a tunnel from the Turkish border to the village of Akdah in I'zaz district, in the Aleppo countryside, with a view to smuggling weapons, ammunition and terrorists.
The Government of the Syrian Arab Republic once again calls on the Security Council to assume its responsibility and take a firm and prompt approach when responding to the actions of the Turkish regime, which has once again made plain its disregard for the Charter of the United Nations and ignored all of the relevant international instruments, laws and Security Council resolutions. Any delay or hesitation in the Security Council's response to the destructive actions of the Turkish regime would endanger peace and security not only in the region but around the world.
I should be grateful if you would have the present letter issued as a document of the Security Council.
(Signed) Bashar Ja'afari
Ambassador
Permanent Representative
