I have the honour to inform you that I have received a letter dated 13 April 2016 from the President of the Human Rights Council, Choi Kyonglim, in which he drew my attention to the most recent report of the Independent International Commission of Inquiry on the Syrian Arab Republic (A/HRC/31/68), in accordance with Council resolution 31/17 (see annex).
I should be grateful if you would bring the present letter and its annex to the attention of the members of the Security Council.

Letter dated 13 April 2016 from the President of the Human Rights Council addressed to the Secretary-General
In its resolution 31/17 entitled "The human rights situation in the Syrian Arab Republic", adopted on 23 March 2016 at its thirty-first session, the Human Rights Council decided in paragraph 38 "to transmit all reports and oral updates of the Commission of Inquiry to all relevant bodies of the United Nations". In the same paragraph, the Council expressed its appreciation to the Commission for its briefings to members of the Security Council and recommended the continuation of future briefings.
In my capacity as President of the Human Rights Council, I therefore have the honour to draw your attention to the latest report of the Independent International Commission of Inquiry on the Syrian Arab Republic (A/HRC/31/68), which was presented by the Chair of the Commission at the thirty-first session of the Human Rights Council, held from 29 February to 24 March 2016.
