I have the honour to transmit herewith humanitarian and information bulletins from the Russian Centre for Reconciliation of Opposing Sides in the Syrian Arab Republic for the period 21-24 February 2017 (see annex).

Humanitarian bulletin of the Centre for Reconciliation of Opposing Sides in the Syrian Arab Republic (21 February 2017)
Provision of humanitarian aid to the population of the Syrian Arab Republic by the Russian Federation
The Russian Centre for Reconciliation of Opposing Sides carried out seven humanitarian operations: six in the city of Aleppo and one at Dahiyat al-Matar in Damascus governorate.
A total of 3.79 tons of bread and 500 portions of hot food were delivered to the Basil, Shaykh Najjar, Shaykh Sa'id, Qasilah and Shaykh Maqsud districts of Aleppo and to schools in South New Aleppo and in the Ashrafiyah district.
A total of 400 food parcels were delivered to residents of Dahiyat al-Matar in Damascus governorate.
Over the 24 hour period, 3,040 residents received humanitarian assistance. In total, 5.6 tons of humanitarian cargo were distributed to the population.

Russian aircraft parachuted 20.3 tons of humanitarian cargo (food products), received by the Syrian authorities through the United Nations, to the area of Dayr al-Zawr.

Reconciliation of opposing sides
Over the past 24 hours, one ceasefire agreement has been signed with Hawsh Kabita in Damascus governorate.
The number of populated areas that have joined the reconciliation process has increased to 1,270.
Negotiations on joining the ceasefire regime continued with armed opposition groups in Aleppo, Damascus, Hama, Homs and Qunaytirah governorates.
The number of armed groups that have announced their commitment to accepting and fulfilling the terms of the ceasefire of 27 February 2016 is unchanged – it is still 110.
The number of populated areas which the Syrian government forces have liberated from armed groups of the international terrorist organization Islamic State in Iraq and the Levant (ISIL) since 1 January 2017 has increased to 55.
Over the past 24 hours, 47 square kilometres have fallen under the control of government forces. A total area of 1827.1 square kilometres has been liberated since 1 January 2017.
Observance of the ceasefire regime
From 0000 hours on 30 December 2016, a ceasefire came into force in accordance with the consolidated agreement on a comprehensive resolution of the Syrian crisis.
The number of Syrian opposition armed groups that have joined the ceasefire regime is unchanged – it is still 64.
Over the past 24 hours, the Russian representative office of the Russian and Turkish Joint Commission reviewing issues related to violations of the consolidated agreement has reported nine violations: five in Ladhiqiyah governorate and four in Hama governorate.
The Turkish representative office has reported 15 violations of the consolidated agreement in the following governorates: 4 in Damascus, 4 in Hama, 5 in Dar'a and 2 in Idlib.
During its investigations of these incidents, the Russian representative office was unable to confirm the 15 violations.

Provision of humanitarian aid to the population of the Syrian Arab Republic by the Russian Federation
The Russian Centre for Reconciliation of Opposing Sides carried out seven humanitarian operations in two cities: six in Aleppo, and one in Homs.
In Aleppo city, in the Sakhur 1, Ma'adi, Sukkari, Old Aleppo and Shaykh Maqsud districts, and also at the School of Arts for Women, 3,000 portions of hot food were delivered.
A total of 300 food parcels were delivered to residents of the Bab Umar district in the city of Homs, and 40 art kits and 120 soft toys were delivered to preschool institutions.
Over the past 24 hours, humanitarian assistance has been provided to 3,460 residents. In total, 2 tons of humanitarian cargo have been distributed to the population.

Over the past 24 hours, four ceasefire agreements have been signed with Hawsh Kharabir (Damascus governorate), Salamiyah (Hama governorate), Hawran al-Budi (Ladhiqiyah governorate) and Sa'd (Homs governorate).
The number of populated areas that have joined the reconciliation process has increased to 1,274.

In the Bani Zayd, Bala, Tahtani, Qatinah, Anbi, Hamdaniyah and Old Aleppo districts of Aleppo city, 940 kilograms of bread and 3.6 tons of drinking water were delivered to residents.
A total of 400 food parcels were delivered to residents of Wafidin in Damascus governorate.
Over the past 24 hours, humanitarian assistance has been provided to 2,320 residents. In total, 6.26 tons of humanitarian cargo have been distributed to the population.
