I have the honour to transmit herewith information bulletins from the Russian Centre for Reconciliation of Opposing Sides in the Syrian Arab Republic for 10-13 January 2017 (see annex).

Reconciliation of opposing sides
Over the past 24 hours, no ceasefire regime agreements have been signed with populated areas.
The number of populated areas that have joined the reconciliation process remains unchanged at 1,097.
Negotiations on joining the ceasefire regime continued with field commanders of armed groups in the following governorates: Homs, Hama, Aleppo and Qunaytirah.
The number of armed groups that have announced their commitment to accepting and fulfilling the terms of the ceasefire is unchanged – it is still 104.
Observance of the ceasefire regime
From 0000 hours on 30 December 2016, a ceasefire came into force in accordance with the consolidated agreement on a comprehensive resolution of the Syrian crisis.
The following armed opposition units joined the ceasefire: Faylaq al-Sham, Front for the People of the Levant (Army of Mujahidin, Revolutionaries of the Levant), Sultan Murad Brigade, Idlib Army, Hawks of the Levant, Rahman Corps, Levant Front, Fa'istaqim group, Jaysh al-Izzah, Victory Army, First Coastal Division, Army of Islam and Martyrs of Islam Brigade.
Over the past 24 hours, the Russian representative office of the Russian and Turkish Joint Commission reviewing issues related to violations of the consolidated agreement reported one violation in Ladhiqiyah governorate.
The Turkish representative office reported 13 violations in the following governorates: 4 in Damascus, 3 in Hama, 2 in Aleppo, 2 in Homs, 1 in Dar'a and 1 in Idlib.
Investigations are being conducted into all cases of violations and all possible measures are being taken to prevent similar events from occurring.
Provision of humanitarian aid to the population of the Syrian Arab Republic
Over the past 24 hours, six humanitarian operations have been carried out in Aleppo city – in the Shaykh Taha, Zahra', Isma'iliyah and Dhahabiyah districts and at the Mu'adh bin Jabal School – during which over 3 tons of humanitarian cargoes were delivered to civilians.
Centres providing hot meals and supplying urgent necessities are continuing to operate for civilians from eastern districts of Aleppo city.

Centres providing hot meals and supplying urgent necessities are continuing to operate for civilians from eastern districts of Aleppo city.

Over the past 24 hours, four ceasefire agreements have been signed with Kiswah, Ruwaysat Badriyah, Karamah and Qatarbah (Qatriyah) in Damascus governorate.
The number of populated areas that have joined the reconciliation process has increased to 1,101.
Negotiations on joining the ceasefire regime continued with field commanders of armed groups in the following governorates: Homs, Hama, Aleppo and Qunaytirah.
The number of armed groups that have announced their commitment to accepting and fulfilling the terms of the ceasefire is unchanged – it is still 104.

During investigations of these incidents, it was established that the Nusrah Front terrorist organization had violated the ceasefire five times. The other 20 violations have not been confirmed by Russia.
Provision of humanitarian aid to the population of the Syrian Arab Republic
Over the past 24 hours eight humanitarian operations have been carried out, during which the following humanitarian cargoes were delivered to civilians:
- Approximately 1.5 tons (to the Shaykh Taha, Sukkari, Isma'iliyah, Zabdiyah and Shaykh Maqsud districts and to the Mu'adh bin Jabal School)
- Approximately 1.1 tons to Suq Wadi Barada in Damascus governorate
- Approximately 700 kilograms to a childcare centre in the Dahiyat Tishrin district of Ladhiqiyah city

Reconciliation of opposing sides
Over the past 24 hours, 14 ceasefire agreements have been signed with populated areas in Hama governorate (Mazariyah al-Jadidah, Zahrat al-Asi, Sarimiyah, Qasrin, Dahiyat Basil, Muradiyah, Quraymish, Zabawi, Shaykh Abdullah, Jarniyat al-Asi, Jana, Jadidah, Ayn al-Hayyat and Amud).
The number of populated areas that have joined the reconciliation process has increased to 1,115.
Negotiations on joining the ceasefire regime continued with field commanders of armed groups in the following governorates: Homs, Hama, Aleppo and Qunaytirah.
The number of armed groups that have announced their commitment to accepting and fulfilling the terms of the ceasefire is unchanged – it is still 104.
Observance of the ceasefire regime

Over the past 24 hours 10 humanitarian operations have been carried out, during which the following humanitarian cargoes were delivered to civilians:
- 4.2 tons (to the Shaykh Taha, Zabdiyah, 3000, Qadi Askar and Shaykh Maqsud districts and to the Mu'adh bin Jabal School) in Aleppo city
- 4.3 tons to Haraki in Homs governorate
Operations were conducted during which 1,050 rucksacks with gifts were delivered to: a school in the Shaykh Sa'd area (Aleppo city); a Syrian centre for children's rights in Jaramana (Damascus governorate); and an elementary school named after the martyr Ja'far Umran (Damascus city).
Centres providing hot meals and supplying urgent necessities are continuing to operate for civilians from eastern districts of Aleppo city.
