Letter from Turkey renewing its expectation that those responsible for the use of chemical weapons in Syria will be held accountable for their crimes

I write to you with reference to the letters from the representative of the Syrian regime dated 10, 19 and 31 October and 15 November 2016, as well as to several others to the same effect.
While we do not wish to dignify the nonsensical allegations included therein with a response, we refute them in their entirety.
I would like to renew the expectation of Turkey that those responsible for the use of chemical weapons in Syria will be held accountable for their heinous crimes and, in view of the findings and conclusions of the Organization for the Prohibition of Chemical Weapons-United Nations Joint Investigative Mechanism in its third and fourth reports, that the Security Council will take measures under Chapter VII of the Charter of the United Nations against the Syrian regime, as stated in its resolutions 2118 (2013), 2209 (2015) and 2235 (2015).
I would appreciate it if the present letter could be circulated as a document of the Security Council.
