Lavrov: UN SC never offers precedents to be used for humanitarian intervention in Syria


UN Security Council never offers precedents to be used for trans-border humanitarian intervention in Syria, Russia's Foreign Minister Sergei Lavrov said on Monday.

"There were reports that the United States had tried to have a legal precedent for trans-border operations into Syria, most likely from abroad," he said. "If I can see it correctly, it refers to the discussion at the UN Security Council around the humanitarian situation in Syria, and where the parties have been negotiating to adopt a mutually acceptable resolution. The intention is to include in the UN Security Council's resolution the right for humanitarian convoys to enter the country without notifying the authorities."

"It contradicts directly the international humanitarian law and norms approved by the UN for humanitarian missions," Lavrov said. "And the UN will not offer precedents of the kind."

"I am not aware on how much precedents of the kind are in plans of certain countries. However, according to information available, lots of weapons used by militants from extremist groups are coming to Syria from neighboring countries, and the amount keeps growing," Russia's foreign minister said.

Those complaining about Russia's pertinacity in humanitarian affairs are most likely to have that information, the minister added. "Any arms supplies to illegal military formations are illegal. If the supplies continue, then the routes would be laid," he continued. "Those who insist on UN SC's tough resolution as the only possible option, they say, to ease the sufferings of people there, may use those routes to deliver food. In any case, they have been already involved in illegal activities, which violate sovereignty of a UN member-country, and instead of cannons they could send bread and butter."

"The UN Security Council is not offering precedents, which could be used as a reason for a humanitarian intervention," Lavrov said. "No doubts about it. However, I cannot say how far certain countries will be ready to go bypassing the UN Security Council."
