Original: ArabicIdentical letters dated 29 September 2016 from the Permanent Representative of the Syrian Arab Republic to the United Nations addressed to the Secretary-General of the United Nations and the President of the Security Council
On instructions from my Government, and further to our previous letters concerning the Jordanian regime's support for the armed terrorist groups that are active and have committed brutal terrorist acts in the territory of the Syrian Arab Republic, I should like to inform you that the Jordanian regime has facilitated the entry, through a number of border crossings, of trucks carrying weapons destined for armed terrorist groups.
- At 1045 hours on 16 August 2016, armed terrorist groups brought eight containers from Jordan into Syria via the Abu Sharshuh border crossing and headed towards the Sawhat Abu Sharshuh area to the north.
- At 2040 hours on 16 August 2016, armed terrorist groups brought four containers from Jordan into Syria via the Abu Sharshuh border crossing and headed towards the Rusay'i well in the Suwayda' desert.
- At 2030 hours on 21 August 2016, armed terrorist groups brought three containers from Jordan into Syria via the Abu Sharshuh border crossing and headed towards the Rusay'i well in the Suwayda' desert.
- At 2015 hours on 27 August 2016, armed terrorist groups brought 10 containers from Jordan into Syria via the Abu Sharshuh border crossing and headed towards the Rusay'i well in the Suwayda' desert.
- At 1330 hours on 8 September 2016, armed terrorist groups brought three large trucks from Jordan into Syria via the Abu Sharshuh border crossing and headed towards the Rusay'i well in the Suwayda' desert, and then on to the area of the Na'amah well.
- At 1945 hours on 24 September 2016, armed terrorist groups brought eight containers from Jordan into Syria via the Abu Sharshuh border crossing and nine containers via the Ruwayshid border crossing.
The Government of the Syrian Arab Republic reiterates that the conduct of the Jordanian regime and the direct support that it provides to terrorist groups in Syria is a blatant violation of the principles of international law, the provisions of the Charter and Security Council resolutions concerning counter-terrorism, including resolutions 1267 (1999), 1373 (2001), 2170 (2014), 2178 (2014), 2199 (2015) and 2253 (2015), which reaffirm that States Members of the United Nations must not provide any form of support to terrorist groups or the members thereof.
The Government of the Syrian Arab Republic once again calls on the Security Council to fulfil its responsibilities and compel the Jordanian regime to desist from its practices, which threaten security and stability in the region and throughout the world.
I should be grateful if the present letter could be circulated as a document of the Council.
(Signed) Bashar Ja'afari
