Japan wants to actively develop relations with Russia — Foreign Ministry's report
Strengthening relations with Russia is in line with Japan's national interests and will contribute to regional prosperity, Kyodo news agency quoted the Diplomatic Bluebook as saying on Monday.
Diplomatic Bluebook is an annual report on Japan's foreign policy and activities published by the Ministry of Foreign Affairs of Japan. It is expected to be presented to the cabinet of ministers on April 15.
"Building relations with Russia is in line with Japan's interests and will contribute to peace and prosperity of the region," the report says. It also calls for "active preparations" for talks with Moscow on the territorial dispute and soonest visit of the Russian president to Tokyo. Kyodo noted that in general, the Foreign Ministry's report emphasizes a rather dynamic position of Tokyo in the sphere of developing dialogue with Russia.
However, the document says that Japan's relations with the United States are the basis of Tokyo's foreign policy and notes the importance of further strengthening bilateral ties. China's policy is criticized in the report as Beijing regularly sends patrol boats to the disputed Senkaku Islands in the East China Sea.
The report stresses that Japan "will decisively protect its territories and territorial waters." At the same time, the document notes that it is important to develop relations with China on the basis of dialogue.
North Korea's nuclear missile program is characterized in the report as "a serious threat to the international community." The Diplomatic Bluebook also supports the course for ensuring the non-nuclear status of the Korean Peninsula.
