I have the honour to transmit to you a letter dated 25 December 2016 from the President of the House of Representatives of Libya, Agila Saleh Issa Gwaider, in which he calls for the opinion of the House of Representatives, as the sole legislative authority in Libya, to be taken into consideration when appointing the new Special Representative of the Secretary-General for Libya and Head of the United Nations Support Mission in Libya (see annex).
I should be grateful if the present letter and its annex were circulated as a document of the Security Council.

I should to convey to you my sincere wishes for success in discharging the duties with which you have been entrusted as the Secretary-General of the United Nations. I should also like to draw your attention to the following:
The House of Representatives is the sole and legitimate legislative body in Libya. It was formed following democratic elections in which the people of Libya participated throughout the country. With regard to the political dialogue that is being conducted under the auspices of your Organization and aimed at finding a solution to the political crisis in Libya, I should like to remind you that if the United Nations wishes to appoint a new Head of the United Nations Support Mission in Libya, it should seek the opinion of the House of Representatives in that regard, as the latter is the sole legitimate authority in Libya.
