Those who nurture terrorism as bad as terrorists: PM Modi at BRICS summit

Prime Minister Narendra Modi on Sunday said all BRICS leaders were united in acknowledging the global threat posed by terrorism, and that those who perpetrate acts of terror are no more dangerous than those who support them.

All the leaders of the bloc "were unanimous in recognizing" the threat that terrorism, extremism and radicalisation present to the world, PM Modi said during his concluding remarks at the BRICS summit in Goa.

"We agreed (that) those who nurture, shelter,support and sponsor forces of violence and terror are as much a threat to us as terrorists themselves," he explained.

"We underscored the need for close coordination on tracking sources of terrorist financing and target the hardware of terrorism, including weapons' supplies, ammunition, equipment and training," the PM added.

"BRICS needs to work together and act decisively to end this menace of terrorism," he said.

The remarks came on a day when the PM used the BRICS platform to refer to Pakistan as the "mother-ship of terrorism," without actually naming it.

He also stressed that it was important for BRICS nations to act both "individually and collectively" to provide a "comprehensive response" to terrorism, which he said had "grown more lethal and adept at the use of technology".

PM Modi explained that a "selective approach against terrorism," would be both futile and counterproductive.

'Detailed, substantive and productive' discussions

The PM in his concluding remarks thanked the other BRICS leaders for their "unqualified support" to make the summit a success. The Goa declaration had laid "a comprehensive vision for our cooperation within BRICS and international issues," he said.

The leaders' discussions were "detailed, substantive and productive," and putting global economy back on track was one of the topics on the agenda, he added.

PM Modi also said the BRICS leaders were united in their "view to establish (a) BRICS agri-research platform, Railway Research Network, Sports Council, and various youth-centric fora," and had agreed "to fast track the setting up of a BRICS Rating Agency," based on market-oriented principles to "further bridge the gap in the global financial architecture."

He added that there was also a clear need to build norms, create structures and pool capacities to stop tax evasion, and fight against black money and corruption.
