Letter from Syria regarding the Turkish violations of the Syrian sovereignty and support for armed terrorist groups

Identical letters dated 16 August 2016 from the Permanent Representative of the Syrian Arab Republic to the United Nations addressed to the Secretary-General and the President of the Security Council

On instructions from my Government, and further to our previous letters regarding the ongoing violations of the sovereignty and territorial integrity of the Syrian Arab Republic being committed by the Turkish regime, including its continued support for armed terrorist groups that are active and commit acts of terrorism in the territory of the Syrian Arab Republic, I should like to convey to you the following information:

  • On 1 August 2016, Turkish troops were observed entering Syrian territory. Those troops assembled opposite the village of Bikah, which lies in the Balilah district of the Afrin area in the northern countryside of Aleppo governorate, and built weapons depots. They handed over those depots, filled with weapons and ammunition, to the Army of Conquest, the Nusrah Front and Ahrar al-Sham terrorist groups. The Turkish troops also smuggled rockets and ammunition from Turkish territory and delivered them to armed terrorist groups in the countryside of Aleppo governorate.
  • Trucks carrying unidentified cargo were observed entering Syrian territory from Turkey via the Atimah crossing in the countryside of Idlib governorate. On 2 August 2016, a convoy carrying terrorists was observed entering via the Atimah crossing.

In addition to conveying this serious information to you, the Government of the Syrian Arab Republic wishes to reiterate that these aggressions by the Turkish Government are a blatant violation of the principles of international law, the Charter of the United Nations and the principles governing good-neighbourly and friendly relations between the States Members of the United Nations. They also contravene Security Council resolutions concerning counter-terrorism, including resolutions 1267 (1999), 1373 (2001), 2170 (2014), 2178 (2014), 2199 (2015) and 2253 (2015), which oblige Member States not to provide any form of support to terrorist groups and their members.

The Government of the Syrian Arab Republic once again calls on the Security Council to fulfil its responsibilities and compel the Turkish regime to halt immediately its aggressions, which threaten regional and international security and stability, and to hold that regime accountable for its support of terrorism. Syria also calls on the Security Council to compel the Turkish regime to close its borders to armed terrorist groups and to stop arming and funding such groups.

I should be grateful if the present letter could be issued as a document of the Security Council.
