Letter from Saudi Arabia regarding the attacks committed by Houthi militias in Yemen on the Saudi border between 09Jun15 and 09Oct16

Identical letters dated 11 October 2016 from the Permanent Representative of Saudi Arabia to the United Nations addressed to the Secretary-General and the President of the Security Council

Upon instructions from my Government, I am writing once again with regard to the continued military hostilities committed by Houthi militias in Yemen and military units loyal to former President Ali Abdullah Saleh on the Saudi border as well as within Saudi Arabia's territorial limits, in a flagrant violation of the security and safety of the Kingdom of Saudi Arabia and the relevant Security Council resolutions, in particular resolution 2216 (2015).

I have the honour to attach herewith a list of numerous ballistic missile attacks violating the border of the Kingdom of Saudi Arabia during the period from 6 June 2015 to 9 October 2016 (see annex). On 9 October, Houthi rebel militias and their supporters fired a ballistic missile of the type "Borkan-1" (Volcano-1) at the city of Taif, located more than 600 kilometres (372 miles) away from the border with Yemen, in the Western Province of Saudi Arabia. The solid propellant and Scud-type Borkan-1 missile reportedly has a range of more than 800 kilometres (497 miles). This presents an unprecedented level of threat and danger risking the lives of civilians and population centres in Saudi Arabia and the peace and security in the region as well as the maintenance of international peace and security.

The Kingdom of Saudi Arabia reaffirms its right to take all appropriate measures to counter the threats by the Iran-funded and backed Houthi-Saleh rebel militias and will spare no effort in protecting the security and safety of the Kingdom of Saudi Arabia, Yemen and its people, and the region, in accordance with the Charter of the United Nations and international law.

The Houthi rebel militias and forces loyal to the former President Ali Abdullah Saleh and their foreign ally must be held accountable for their continued irresponsible and criminal behaviour. Complacency will only encourage further violations, undermine the credibility of the Security Council's resolutions and further impede a political settlement of the crisis in Yemen.

The continued resort to violence by the Houthi militias and their allies since the beginning of the crisis in Yemen, and their refusal to return to legitimacy and abide by the relevant Security Council resolutions, in particular resolution 2216 (2015), including its paragraphs 1, 6, 8, 9 and 12, have resulted in the catastrophic and deteriorating humanitarian situation in Yemen and the further undermining of the political consultations.

We once again call on the Security Council to condemn the terrorist acts by the Houthis and their allies and take appropriate measures against the countries supporting and associating with the Houthi militias and forces loyal to former President Ali Abdullah Saleh in their terrorist crimes and their threat to the region's security and safety and international peace and security.

The Kingdom of Saudi Arabia reiterates its support to the important work of the Special Envoy of the Secretary-General for Yemen, Ismail Ould Cheikh Ahmed, to reach a comprehensive agreement to end the conflict in Yemen, in accordance with the Gulf Cooperation Council Initiative and its implementation mechanism, the outcomes of the comprehensive National Dialogue conference and the relevant Security Council resolutions.
